Charte du Comité Scientifique du CARI

Article 1:
Le comité scientifique est un comité inter Africain où siègent des chercheurs en informatique installés en Afrique et des représentants de différentes institutions désireuses de soutenir une telle recherche en Afrique. Il reçoit sa légitimité de l’assemblée plénière, réunie tous les deux ans à l’occasion du colloque CARI.

Article 2:
Les objectifs du comité sont les suivants :
– Faciliter l’émergence de projets coopératifs entre universités et centres de recherche africains qui devraient aboutir à la création de pôles d’excellence.
– Susciter et coordonner l’organisation de manifestations scientifiques sur des thèmes spécialisés ; organiser le Colloque Africain pour la Recherche en Informatique (colloque bisannuel).
– Inventorier les moyens existants et aider à définir les besoins en matière d’enseignement et de recherche dans le domaine de l’informatique.
– Contribuer à la circulation de l’information entre universités africaines.

Il s’agit donc de promouvoir une coopération cohérente et à long terme à partir des réalités locales. La participation d’instituts de recherche de notoriété internationale doit faciliter l’intégration dans la communauté scientifique.

Article 3:
Le comité est composé de deux collèges :
– Chercheurs activement engagés dans la recherche en informatique et exerçant dans un centre africain. Ils sont désignés à titre personnel mais s’engagent à répercuter l’information en provenance du comité dans la sous région dont ils sont issus.
– Représentants de différentes institutions de recherche du Nord et d’institutions de soutien à la recherche.

Lors de ses réunions, le comité peut inviter, ponctuellement ou régulièrement, des personnes extérieures pour l’aider dans sa tâche..

Article 4:
Le comité rend compte de son activité en assemblée plénière tous les deux ans à l’occasion du colloque CARI. Est membre de l’assemblée plénière toute personne inscrite au colloque.

Article 5:
Une proposition de composition du comité est soumise par le comité sortant à l’approbation de l’assemblée plénière. La proposition doit, sauf cas dûment motivé, respecter le renouvellement d’un tiers du premier collège

Article 6:
Les tâches du Comité sont:
– La reconnaissance de projets de recherche. Lorsque la proposition d’un projet de recherche est déposée au comité, une procédure d’évaluation est installée. Après avis d’un ou deux experts spécialement choisis, le comité décidera ou non d’apporter sa caution. Le comité doit répondre dans les neuf mois suivant le dépôt du projet. Dans le cas favorable, le comité soutient explicitement le projet dans ses demandes auprès des organismes financeurs. Les projets reconnus doivent transmettre un rapport d’activités annuel au comité afin que celui-ci poursuive et adapte son action de soutien.

– L’organisation du colloque bisannuel CARI. Ce colloque doit permettre de connaître l’état de l’art dans les sujets de recherche développés dans les centres africains par des présentations d’articles. Des conférenciers invités pourront ouvrir à d’autres sujets.

Article 7:
Le comité ne possède pas de finances propres. Chaque participant trouve les moyens financiers pour sa participation aux réunions du comité à l’invitation de son président (au moins trois réunions sur deux ans à l’occasion d’une réunion de préparation du colloque, de la réunion du comité de programme et du colloque lui-même).

CARI Scientific Committee Charter

the assembly in Ouagadougou, Oct. 18, 1994)

Article 1:
The Scientific Committee is an international committee grouping African Researchers in computer science residing in Africa, and representatives of International Institutions willing to promote and support research in Africa. The Committee is under the legitimacy of the Plenary Assembly which is held every two years during CARI conferences.

Article 2:
The Committee objectives are:
– To facilitate the emergence of cooperative projects between universities and research centers, leading to the creation of centers of excellence.
– To promote and coordinate the organization of scientific meetings on specialized topics; to organize the African Conference on Research in Computer Science CARI (a biannual conference).
– To identify existing means and to help to define needs for research and teaching in computer science.
– To enhance the sharing of information between African universities.
– To identify existing means and to help to define needs for research and teaching in computer science.

The aim is to promote a coherent and long lasting cooperation based on local initiatives. Contributions from well known international research institutions should facilitate integration within the scientific communities.

Article 3:
The Committee is made up of two categories of members;
– African researchers in computer science, residing in Africa.
– Representatives of research institutes and supporting research institutes in the North.
During its meetings the Scientific Committee may invite an external resource person for his expertise.

Article 4:
The Committee reports on its activities to the Plenary Assembly held every 2 years during the CARI conference.

Article 5:
The outgoing Committee submits to the Plenary Assembly a proposal for the renewal of the Committee members. Unless for some specific reasons, one third (1/3) of the members must be renewed every 2 years.

Article 6:
The duties of the Committee are:
– The endorsement of research projects: when a research project is submitted to the Committee, it sets up a procedure for its evaluation. Based on the recommendations of 2 experts, the Committee may decide to support or reject the project. The decision must be taken within 9 months after the project is submitted. If the Committee approves the project, it must help to find financial support from funding institutions. Approved and financed projects must submit an annual report to the Committee so that it can adapt and guaranty continue support for the project.

– The organization of the biannual CARI: this conference should center of the state of art in research carried out in African research centers, through the presentation of articles. Guest speakers may be invited to present state of art articles on specialized topics.

Article 7:
The Committee has no financial resources; each of its members must look for means to finance his participation to the committee’ meetings organized by the committee’s President; at least 3 committee’s meetings are held in 2 years: one to prepare the conference, one for the conference committee and one for the conference itself.
